Independent Safety Assessment in accordance with CSM



Transtech Oy, Oulu, Finland, has manufactured double deck passenger coaches type Ed and double deck passenger coaches for people with reduced mobility type Edfs, based on a previously homologated design. This new batch of coaches has to be compliant with TSI PRM and TSI SRT.

Additionally, significant changes between the original design and the actual design have to be assessed in order to prove compliance with the COMMISSION REGULATION (EC) No 352/2009 of 24 April 2009 on the adoption of a common safety method on risk evaluation and assessment (CSM) as referred to in article 6(3)(a) of Directive 2004/49/EC on safety on the Community’s railways.

SCONRAIL was commissioned to perform the independent safety assessment according to the requirements of the Commission Regulation on CSM. The assessment report of SCONRAIL was the basis for the authorisation for the placing into service of the coaches by the National Safety Authority TraFi.
